To the People of the State of Indiana

To recent explosion at the State Fair Grounds, has not only brought sorrow and bereavement to many homes, but has left families to a greater or less extent destitute.
The people of the Capital have taken steps to raise a fund for the relief of the sufferers, and have appointed a committee to solicit the people in every portion of the State to contribute to this fund.

The Common Council of the city of Indianapolis have designated a committee of responsible and trustworthy citizens to receive and disburse funds which may be contributed.

Therefore, I, Conrad Baker, Governor of the State of Indiana, do hereby announce the action so taken, and earnestly request that the call for pecuniary assistance which may be amde by the committee appointed for that purpose may be promptly and liberally responded to by the people.

If all the families who were represented on the Fair Grounds at the time of this sad catastrophe, and whose representative members were mercifully spared from sharing in its consequences, would only make a small contribution, by way of thank offering to the Almighty Disposer of human events, the surviving sufferers and the families of those who have fallen, would be amply relieved, so far as it is possible for human efforts to afford relief.

Let us, then, in our worshipping assemblies; in our benevolent orders and associations, or as individual citizens, remember the claims of the stricken ones and contribute to their relief.

In witness whereof I have hereunto subscribed my name and caused seal of the State to be affixed, at the city of Indianapolis, this 6th day of October, in the year of our Lord One Thousand Eight Hundred and Sixty-nine.
