The County Council upon the call of the Auditor Winks met in sesseion at the court room in this place Tuesday morning and proceeded to the election of a member to fill the vacancy occasioned by the refusal of "Tab" Goodwin to qualify. There were two candidates before the Council, James McCord, of this place, and Newton Goodwin, of Prairie township. The ballot sttod three to three, and this being a tie the matter was dropped, as neither side would yield.

The plans and specifications for the court house and jail were submitted and the amounts stated that would be required by the Commissioners, which were taken under advisement by the Council until yesterday morning when they again met at the court room and made the following appropriations:- Repairing and rebuilding Court house, $70,140.60; for jailer's residence, jail and heating plant, $18,050.00. Total, $88190.60.

These plans will now lie open for inspection for 30 days, at the end of which the Commissioners will advertise for bids, which must be for six weeks, at which time the bids will be opened and the contracts let. This will not be before the 22d of July.
